Summary: Default users to monitor does not work

Initial Comment:
When a new user joins the website, the value of
monitordefault in table mod_phpwsbb_user_info does not
get set to 1, but 0. It would appear, however, that
this is meant to get set to 1.

If I am mistaken, then it would be very beneficial to
have this as an option in phpwsbb admin.

On an unrelated note, it would also be nice to be able
to set the character truncation for topics displayed in
the homepage block.
