Initial Comment:
Occasionally, it's an idea to remind the users of any forum rules 
that may be in force and rather than do it with a sticky thread it 
might be useful to mark a thread as 'important' with an icon so it's 
more official as it comes from a moderator/admin.

That's just one example, I'm sure there may be others where an 
admin might want to raise the awareness of a post. Maybe after a 
session with the toasting fork.
