Initial Comment:
Hi! When I enter a topic, I get literaly hit by dozends of 
options: Note to X, Report, Change, Fork, Delete, Hide 
Message, Answer, Monitor, Lock Topic, Delete Topic, 
etc. etc.

Maybe there would be a way to customize those or tidy 
them up somehow? I personally would only 
need "Answer", "Lock", "Delete" and maybe "Stick" as 
Topic Options.

Banning IP / Userwise could happen at the User-
Manager. I guess, that's where it would belong to 
anyway
