Initial Comment:
Hi, I have installed phpwebsite on win server.
It went OK, exept Announcements could not create the 
image directory: ../images/announce

But when I try to access the site, I get this error:

CGI Error
The specified CGI application misbehaved by not 
returning a complete set of HTTP headers

What is it meaning??
