[phpwsbb] phpwsBB 0.9.0 in CVS

I have committed the last of the planned feature changes for 0.9.0.
Please test heavily.  If I can suggest some testing methods, try to test
as a deity, a normal user, and an anonymous user, to make sure I have
permissions all sewn up.

Sourceforge is currently down so in the morning I might peek through
some RFEs and if there are any teeny tiny easy ones I might do those
too.  Otherwise it's code complete.

Note that there are a LOT of template changes, so if you are doing
custom templates you'll want to re-copy these.

Anyway please test and file any bugs you find.

Thanks a ton in advance for your hard work.  Apologies in advance for my
incredible sloppiness.  I'm honestly just trying to shove this out the
door so I can focus on other projects.  I'll be taking a bit of a hiatus
=66rom phpwsBB after this as far as new features.  Bugs will always be a
priority.
