Initial Comment:
The navigation for multiple forums is in the title of the block

eg. 

Forums :: General Discussion

is the title in a block containing the forum with 'Forums' being a 
link to the list of forums.

By default phpwsbb uses a default_box.tpl style box so the 
navigation is visible, however, I quite often use default_empty.tpl 
which doesn't have the {TITLE} tag and the navigation doesn't 
appear.

It's fixable by creating a new default box style like 
default_empty.tpl but with the extra tag however I don't think it's a 
good idea to put important elements in the {TITLE} tag.
