[phpwsbb] 0.7.0 ready for testing

Please check out latest CVS of phpwsbb and test away if you can.  See
docs/ChangeLog for changes.

One known issue is that the index creation will bomb if table prefixes
are used.  I'm probably going to have to supply instructions on how to
fix the bug in Database.php.  Let me know what you guys think.
