I think it should be the opposite and monitoring should be off by default and I usually click 'Monitor Off' after posting. That probably just shows my preference to not receiving more email than I need. This should probably be settable with a user level preference but also a site level preference would also be required to set the default. It may also be possible that a site doesn't want email monitoring at all so a setting to disable monitoring of threads entirely would also be useful in that instance. So... In Settings for admin...
