Summary: forum count isn't updated when topics deleted

Initial Comment:
one little glitch that seems to occur is if you add a
forum then add a topic to it then delete the topic the
count of the topic for that forum remains at 1, or if 2
are added and 1 removed it stays at 2, as if when the
delete function is run it isnt decrementing the count
or something,
