Initial Comment:
If the notes module is installed, allow a bulletin board user 
to send a message to the registered user.

I think this should be simple enough and it implements a 
kind of 'private message' function common on other bulletin 
boards.

Private messaging cuts down on the number of 'Are you 
around Don?' type messages that crop up on a busy board 
that otherwise add to the noise.

It may also be useful for the phpwsContacts module too.
