#83 Attachement Manager

works like a "local swallow hack" and can be used to
embed a download link to a given attachement-id.

...very easy to use (so even the most computer-unsavvy
folks could use it)

Writing an attachment manager would be silly.

Fallout has a File Manager.

0.10.x has Documents.

What's needed is a tie up between those and phpwsBB.
