#54 Separate line break control

In conf/TextSettings.php, there is a setting:

// Set to TRUE to convert newline characters to html
breaks
$add_breaks = FALSE;

and this applies to EVERYTHING.

It would be nice to have a separate setting for the
forums so that you could enable the breaks, yet leave
the $add_breaks = FALSE; for the rest of the site.
