Allow the creation of forums which are for archival purposes. These would be read only.
A method of bulk moving threads from one forum to another is a prerequisite, based on a date. eg. all threads from 2003.

You can move one thread at a time between forums already. Been done for at least a year. This RFE is more for bulk moves.
