2. secure a bb for public versus authenticated access.
3. Have the monitor notification messages include the new text.

There is a "Settings" link in the phpwsbb area of the website. You can do steps 2 and 3 there. You cannot, however, control who monitors what. Not yet anyway. You are welcome to file an RFE and request such an enhancement.
