#7 End User Text - Help & FAQ

We need to be able to give our end users access to help
text such as FAQ and perhaps little pop-up help boxes
(like on ebay for example) that we can add easily.

Also adding additional content to the look and feel so as
to get a little flexability would be handy.

The quickest way might be to add blank inc_top.php and
inc_low.php which could be used by owners to inject
HTML content into thier sites.
