#139 flat file phpwiki-1.3.11 can't create users?

I'm using phpwiki-1.3.11, flat file database, located
at openrts.org

However, I'm not able to create new users on the wiki.
I get the message "Invalid password or userid." when I
try to enter a new username. I have enabled bogo-login
in the config.ini file.

So, how do I use bogo-login, with a flat-file wiki?
