If your wiki isn't too big you could unzip it and delete the old action
pages, then load the pages from the directory instead of the zip. Other
than loading the pages in the order you describe and taking particular
attention of which pages might be overwritten there's no easy solution.
There has been some talk of a new pgsrc version number scheme which could
be used in the future to help in this situation, but there is no code for
it as of yet.
