Access rights basically go against the entire philosophy of "wiki".=20
However TWiki has implemented most of (or perhaps more then) what you
need and should be usable for what you want (if you don't mind a perl
implementation instead of php).
Otherwise you'll have to hack phpwiki into doing what you want. You
might want to read back through the archives, a couple people have
already made all the changes you require to phpwiki but I don't belive
they ever posted diff's.
