Have you had a look at PHP Generic Access Control List 
(http://phpgacl.sourceforge.net), which seems to be a ready-made "drop-in" 
system?  Of course, it may not be as easy to drop in as the author thinks 
....  Have a look anyway - it seems quite comprehensive.
