[Phpwiki-talk] creating users

I'm using phpwiki-1.3.4.  I have ALLOW_USER_LOGIN true, ALLOW_BOGO_LOGIN
false, and REQUIRE_SIGNIN_BEFORE_EDIT true.

How can the administrative user create user logins?
