Your ideas look very worthwhile and interesting to me. Forgive my 
ignorance of specific php issues, but a general concern has occurred to 
me which might (or might not) be pertinent:

"Each page permission defaults to 766."

Many webservers (like my host's) are now running SuEXEC, which (I am 
told) gives an error if any permissions are set higher than 755. Would 
that apply to what you are discussing (or should I just be quiet now)?

Anyway, it is exciting to see the development that is going on here.
