Well... post in haste, be embarrassed in leisure... Upon checking again 
VERY carefully, I found that one of the '}' characters got lost in the 
cut-and-paste operations. Once it was restored (and the database tables 
cleared yet again), IT WORKED!!!

With preliminary testing, it appears that the "user" functions exactly 
as I wanted it to do, with no more and no less capability than I wanted 
it to have. Perfect!

So I am really pleased and excited at what I can now do with this extra 
security functionality for all of my wikis.
