And I can help with the cygwin-debian distro.
yes, this works also.  http://debian-cygwin.sf.net/

$ dpkg --print-architecture
w32

there are just not enough deb's. 
a cygwin rpm is probably better for the first time.

BTW: the windows version of the java testsuite is a big pain with cygwin
(perl,make).
it must be textmounted, but there fail a lot without a lot of fixes;
in the perl and the makefile.
