As you've just noticed, the plugin argument conventions are:
 1) probably still in flux.
 2) not documented

There's nothing that comes with PhpWiki.  Try UseMod:InterWiki at:
  http://www.usemod.com/cgi-bin/wiki.pl?InterWiki
Currently, 1.3's interwiki links are pretty much an exact clone of
UsemodWiki's
