i believe that an upload size limit is already in place for the zip
uploads.  restricting file types is probably a good idea but is of limited
use i suspect as files can just be renamed to qualify.

long term quota's would probably be useful as well to restrict people's
ability to "mailbomb" (upload bomb?) the web server.
