Yes, I think we should leave it as an administrator configuration option; at the moment the default is to dynamically determine the host name. Admins can set the $ServerName to either the full URL or http: based on their needs. I think this works for all cases, the choice is not hard to make, and we don't have to risk introducing more bugs.
