[Phpwiki-talk] refactoring wiki_dbmlib.php3

I've checked in a version of wiki_dbmlib.php3 that should allow us to
refactor the access to the data store.. I checked out a fresh copy from
CVS and tested it, and it looks good (I can edit, save, view info, diff,
and retrieve the copy from the archive. This includes new code to pad out
the serialized data (with spaces via sprintf()) to make DBM files more
space efficient in the long run.

I am going to drop the HTML form for rebuilding the DBM files since a)
there's a Perl script and b) it would have been a very hairy process with
lots of file operations through a web browser, which scared me, and c)
space loss shouldn't be too bad anymore.
