[Phpwiki-talk] Upload URL has double slash between host and path

This doesn't seem to cause an issue with browsers, but I am seeing a
double slash between the hostname and the path.

For example,

https://bh.hallikainen.org//uploads/harold/Drc190Data.pdf

In config.ini, neither UPLOAD_FILE_PATH nor UPLOAD_DATA_PATH are overridden.
