I have looked in the wiki folder for a folder named config, but I
can't find it.  I have also looked in the other folders for a file
named config.ini, but I can't seem to find that either.  

I am having the same problem except that I found the config.php file and
made the changes and get the same result. Someone in another forum mentioned
encrypted passwords, but didn't give any advice. I don't see anything that
looks like it's encrypting anything...but this is not suprizing as I am a
PHP Ultra-Newbie... 8-)
