I tried both approaches without success.  I removed all permissions
from the dbuser, then re-granted all permissions.  The only thing I
can think of at the moment is to delete and recreate the dbuser.  Can
you think of any other approach?

Here's the message again in case you forgot:
check for mysql LOCK TABLE privilege ...lock_tables_priv missing. The
DB Admin must run mysql_fix_privilege_tables

Please let me know if there is anything I can do to repay your efforts
