Thanks so much for taking the time to help me through this.

I added the highest level DBADMIN_USER and DBADMIN_PASSWD=3D to
config.ini, but it didn't move me forward at all.  I don't have the
root password.

I also tried to grant the permissions manually, and the error
persists.  Any ideas?
