OK,
This patch touch only WikiUserNew, IniConfig, config-default.ini,
WikiUser/PearDb.php and plugin/WikiAdminUtils.php.

It works only with ENABLE_USER_NEW.

It works at least with pref stored in Db (I didn't find the way to store
prefs in homepage metadata. Maybe I have to turn off some options in
config-default.ini).

Q: Why in  config-default.ini there is a REPLACE statement, which is
Mysql specific?
