Note that I added similar sufficient security information to the new 
configurator also. I'm just not sure if it works good enough with the 
new autodetection, if no installation (config/config.ini) is found.

1. I have to test ENABLE_FILE_OUTPUT and
2. when the starter script is not in PHPWIKI_DIR, DATA_PATH must be 
defined in the starter script.
