Just to answer to a part of my last message ... anyone knows the debian
maintainer of the apache package ?? :)

The force the LANG in the apache startup script to 'C' ... and because
you set the locale to DEFAULT_LANGUAGE only if LANG is empty, it's
always set to what apache send you ...
