I just added it to the release and to the PhpWiki: site.

Sorry, but most of the docs at the phpwiki.sf.net site reflect the 1.3.x 
branch.

It should have installed some pages.
See also the pgsrc directory.
plugins, themes, new markup, external auth and so on are only for the 
1.3.x branch.
