1.3.7 is still available from debian software repository
(http://packages.debian.org/unstable/web/phpwiki). It's pretty
embarassing actually.

If you really want 1.3.7, all you need to do is download the deb and
untar it. It will untar into a debian specific tree, but you shouldn't
have any problems.
