Erm, no. The odd numbered branches are development releases in which we add new features. The even numbered branches are stable releases which only include bugfixes. Please, please, let 1.4 be a stable branch. It's been a very long time since us users have had a version of PhpWiki in which bugs are being fixed at a faster rate than they are being created. 1.3 has many cool features that I long to try out, but not until I can be sure that it will be stable, and remain that way. Once you've released 1.4, by all means start work on 1.5 and add all the crazy features you can imagine.
