It's short for Internationalization --- there's 18 characters between
the 'I' and the 'n'. You'll also see references to l10n which means
localization. L10n is more about making the actual translations than
the infrastructure.

I cannot get this to work, I've tried all three locales.

Yes, that would be the easiest approach.
