Well, this is the way how it was defined.
Skipping one ident level was not indented. In strict HTML it
should be disallowed also.
* level 1, element 2
** level 2, element 1
*** level 3, element 1
ok. to me breaking user's text is not good.
The question was raised from wysiwyg editor that allow people to jump as many levels as they want and when the html is converted back to wikitext, the text is broken.
I'll try to fix it.

Such a small png is quite ok for the list.
