#48 Warn other editors

When an edit page link is clicked, the database should be
notified that AuthorN has checked out that page for
about 15 minutes.
It doesn't stop people from editing, it merely informs
that an editor was active in the last 15 minutes or so.

I saw it on the RDFIG wiki, and thought it was quite nifty.
