the ALLOW_ANON_EDIT = false option in index.php seems to have no effect. I have played around with it. Also this seems to be set to false in ./lib/config.php as the default and not ture as the documented in index.php
In any case. The statements have no effect with my installation. Does anybody else have this going on?

Shouldn't the patch be posted to the mail files section? I had the same problem, and thinking that I just didn't have the configurations right or something, went to mysql and closed it so login is required (which was what I planned on doing anyway since it's a private wiki)

This is a known problem and a patch was posted May 4.

I found another bug with this setting.
The fix is in current CVS since today.
