dispite the problems others have with changing user preferences, I can do it on my wiki. Yet, changing to another language also translates the action pages and the links to them used in header and footer functions. And my wiki does not contain them, e.g. UserPreferences, in other languages. Are they delivered and I accidentally deleted them?

Recommended is to allow only changes for supported languages, languages which actually have pages are in the wiki.
?action=upgrade will pull in those pages.
