#601 Spam checking cannot be disabled via config params

Many deployments of PHPWiki are completely private, e.g. used to share information strictly within a particular company. For such environments, spam checking is a real annoyance, such as when you try add dozens of new links to a page and are blocked from doing so. As far as I know, PHPWiki spam checking cannot be disabled via configuration parameters -- you have to manually hack "lib/editpage.php". A new config parameter needs to be added to control this feature. Thanks, retail79174@cesinst.com.
