#480 unable to change language

Hi,

after changing language in config/config.ini to
"DEFAULT_LANGUAGE = de" or simply to any other provided
packaged languages, there is no language change visible
on pages.

I tried to set DEFAULT_LANGUAGE manualy as well as
using configurator.php. Neither of these works (the
directive was typed correctly in both cases)

I also created my user profile at
http://phpwiki.sourceforge.net/demo/en/UserPreferences
and tried to change language. After updating profile,
there is no change visible.

Using 1.3.11 rc3 - seems to work fine expect for this.
