#443 Crao theme nav bar malformed

v 1.3.11rc3, firefox 1.0 on Mac OS 10.3. The crao nav
bar isn't rendered correctly: the prefs/admin/search on
the right side are stakced vertically instead of in a
horizontal line. Ugly and makes nav bar huge.

Tested on Safari, works fine.

note I have modified the top bar with some custom
tweaks, but not the nav bar.

I've realized this only happens for the administrator. If
the right side of the nav bar just shows Preferrences and
Search, it shows correctly. When you log on as
administrator and the administrator widget appears, that
causes the nav bar to go bad. This occurs on both Firefox
and Safari, so I think it's a general layout issue, not a
specific browser problem. I have attached a screenshot
image demonstrating the problem.
