phpWheelForm version 1.1 released

Changes:
- How to configure output messages language documented;
- Now 'uid' file located into 'phpwform' directory by default;
- Possibility for size of 'uid' file was added;
- How to set anti double submiting documented;
- A correctly charset for sended e-mail was added;
- Fixed trouble related with magic_quotes_gps. Now it is not critical set it on or off;
- pwfBuilder: Possibility for charset preset added;
- pwfBuilder: Step 5 and Finish! added;
- Documentation format changed;
