Icons used on the site are currently not able to be customized per theme. This patch fixes that by modifying the Icon class to try to pull icons, specifications, & related css style-sheets from the theme directory before looking in the stock /mod or /images/icons directory.

BTW, Icon is also modified to facilitate display of module-specific icons as well.
This patch includes changes to the Comments module to utilize this new feature. Changes have been made to phpwsbb as well & they will be committed after you guys approve & commit this.
