Instead of manually bracketing a link's text with span tags in the code to make css-stylable buttons, I created 2 functions in Text.php that will do that for you & also add a "phpws_button" class declaration to the img tag.

In addition to adding the phpws_button definition to the distro themes' base css files, I also cleaned them up a bit by moving the Comments & ControlPanel definitions to the modules' style.css where they belong.
