list, forum, or tracker called "phpWebSite core".

Understood. However, I'm not a phpWS project member. I'm only a user
that would like to have XML/XSL considered for a future version of
phpWS.
If you need justification in a formal proposal, I'll consider creating
one in the next couple of months. If I do this I'll post it as a feature
request in the phpwebsite tracker.
