On the topic of style sheets, I've cut mine down to this:

time removing unnecessary tables and things like "bg_light" from the public
modules that I use (announcements, page master, menu manager). I think
making the panel use <ul> and <li> would be a good idea. I've submitted a
patch for, what I think is, better css menus:
